“Since the beginning of the COVID-19 Pandemic, we have all become used to finding information and services on-line for ourselves. This is equally true regarding quality information that helps us sort out any problems we may have.

As part of our continual improvement programme, we have now invested in upgrading our website to make it even easier for people to find the quality information they need to help with their problems. The updated website went live on the 23rd August.  It has a new user-friendly interface and contains much more up-to-date information about the myriad of issues that people may have to deal with.

It is organised around key topics / articles, and guides you through a number of steps to help you find the relevant information quickly.  In addition, the extensive powerful search capabilities work throughout the site. Information is grouped around the common problem areas of debt, benefits, work, housing, family / relationships, consumer and other.

We advise nearly 10,000 people every year with over 41,000 problems and a further 8,000 people use our SELF-HELP website. 95% of our clients would recommend us to a friend.

With our new upgraded website, we intend to help even more people find the information they need to improve their life situations.”

Hilton Community Book Exchange

The Community Book Exchange is now open in Hilton Parish Church. This service is provided free of charge by the people of Hilton, for the people of Hilton (and surrounding villages). You can exchange or just borrow books at any time and keep them for as long as you like. The Church will be open daily from 8am to 4pm, or at other times by calling Rachel Wood on 830866.

Please use the sanitiser provided near the door and respect current social distancing guidelines.

Welcome Councillor Sarah Suckling

Hilton Parish Council is pleased to announce that it has co-opted a new Councillor.

Sarah and her husband moved to Fen Drayton in 2000 and then took the leap across the A14 to Hilton in 2009 when they bought a derelict property on Graveley Way. They spent 12 months renovating before moving in and have lived there ever since.

She started her career in the Health and Fitness industry managing corporate health clubs in London. She then stopped to raise her two children who are now teenagers. She was heavily involved in their primary school in Fen Drayton and was on the board of governors for several years with the last two years as Chair. She is now a project manager for a small development company.

She says “I am pleased to join the Parish Council to preserve the uniqueness of the village but to also bring about change where it is needed for the future.”

 

 

 

Upcoming Road Closure

Hilton Parish Council has received notice of a road closure on the B1040 Potton Road , 90m north of its junction with Graveley Way, from 27/09/21 to 28/09/21. This is to repair a manhole.

Now to our weekly summary of offences and incidents affecting your community, reported to police during the period 4th to 9th July:

High Street, Hilton – Police were called to an incident on Hilton High Street on Friday evening, 9th July, where a car was in collision with a tree. Fortunately no-one was hurt and the driver was able to arrange recovery of the car themselves. (Ref CC-09072021-0643)

An Item of Local News –

At Peterborough Magistrates’ Court on 24th June, Shane Arthur, 29, of Haynes Close, Sawtry, was given a Criminal Behaviour Order (CBO) preventing him from entering St Ives and Huntingdon town centres except for legitimate reasons, following repeated incidents of anti-social behaviour.

The CBO follows an admission by Arthur to being drunk and disorderly and using threatening or abusive words or behaviour in St Ives on 3rd April.

And Finally … Drug Culture Exploitation of Young People in St Ives

Neighbourhood officers in St Ives are aware that young people are being lured into the local drug culture by being given ‘free weed’ by dealers and are then being pressured into selling cannabis, crack cocaine and heroin to pay off their debts.

This is not ‘free weed’ – this is child exploitation.

But Finally … Letting the Police Know About a Planned Event

If you are planning an event or activity that you think the police should be aware of, you can use the new on-line form to let them know about it.

This will help the police so that if people phone in on the 999 or 101 numbers, or make a report on-line, they can avoid sending officers out when they are not needed and help them focus on more urgent matters.

Examples of things you might want to let the police know about are:

  • Recreational shooting;
  • Charity work;
  • Agency work;
  • Funerals;
  • Drone Flying;
  • Mental Health Assessments;
  • Training activities;
  • Road Closures.

London Luton Airport arrivals route airspace change

Hilton Parish Council has received correspondence from NATS regarding this change which states that they have decided to progress Option One, which means minimal changes from today’s flight paths below 5,000ft, and greater dispersion of flights above 5,000ft. The location and orientation of the new holding area near the A1-A14 junction has been adjusted and the lowest standard altitude of the hold raised by 1,000ft, reducing potential noise impacts on the residents of St Neots and Huntingdon.

The updated design is fully explained in their Step 4A(i) document, and an accompanying technical map is available to directly compare the consulted design with the final design (before and after layers can be switched on and off).  They also provide a Final Options Appraisal document, which describes the cost benefit analysis in terms of quantified and monetised impacts and benefits.

This completes the three-stage, ‘we asked, you said, we did’ consultation process, and the final design will now be submitted for approval to the Civil Aviation Authority (CAA) in line with the airspace change process. Subject to CAA regulatory approval, the proposal is planned for implementation no earlier than February 2022.

However, here is some advice and guidance from the police about domestic abuse where males are the victims:

Cambridgeshire Police are publicising Men’s Health Week by drawing attention to the crime of Domestic Abuse where men are the victims.

Research has found that many men suffer domestic abuse alone and feel it is only happening to them.

This is not true and sadly one in three of all victims of domestic abuse are men.

If you, or someone you know, is experiencing any form of abuse, please remember you are not alone and there are support services ready to help you.

Local Highways Improvement Outcome 2021/22

Hilton Parish Council is very happy to report that their Local Highway Improvement Scheme bid for an application for a traffic regulation order to prohibit HGVs on the B1040 through the village 24 hours per day has been approved by the Cambridgeshire County Council Highways and Transport Committee at their meeting on Tuesday 22nd June. This application is now in preliminary design and has to go through several stages:

Consultation – Following the completion of the design, consultation must be undertaken. This will require obtaining the views of the appropriate county councillor and district / parish councils (where appropriate), the police and the emergency services. The proposal may be amended following consultation.

Advertisement – This includes the publishing of at least one notice in the local press. The County Council will usually display notices in any roads that are affected and, if it is deemed appropriate, may deliver notices to premises likely to be affected. For at least 21 days from the start of the statutory notice period, the proposal can be viewed at the appropriate district, city or county council office during normal office hours. The notices invite the public to comment on the proposals which must be made in writing to the address specified in the notice during this period. Substantial objections and contentious issues are reported to county councillors.

Making the Order – Once approved, the Traffic Regulation Order can be formally sealed and an operational date published. Should substantial changes to the TRO be required following consultation, this may necessitate a new advertisement process. This procedure can take some time to complete and the advertising and legal fees may be substantial. Once made, it remains in force until superseded or revoked.
