Queen’s Green Canopy

Go green for the Queen! That is the message to residents across Cambridgeshire and Peterborough as Her Majesty prepares to celebrate her Platinum Jubilee.

Next year marks 70 years of the monarch on the throne, and to celebrate the anniversary and create a lasting legacy a UK-wide tree planting initiative named The Queen’s Green Canopy (QGC) has been established.

The unique scheme involves inviting people to “Plant a Tree for the Jubilee,” with everyone encouraged to plant trees from October – when the tree planting season begins – through to the end of the Jubilee year in 2022.

With a focus on planting sustainably, the QGC will encourage the planting of trees to create a legacy in honour of The Queen’s leadership of the nation, which will benefit future generations.

And to drive the push locally, both Cambridgeshire County Council and Peterborough City Council are working with the Lord Lieutenant of Cambridgeshire, Julie Spence, to raise awareness of the QGC and to work with residents, groups, schools, businesses and other partners to encourage and support their participation.

The councils are also working to identify sites across their estates where larger scale planting projects can take place.

Julie Spence, The Queen’s representative in the county, said: “The Queen’s Green Canopy is a wonderful initiative to ensure a lasting legacy which reflects Her Majesty’s remarkable contribution to public life.

“I hope residents, communities, schools and businesses will join me in helping to make our area even greener and push us towards our goal of becoming carbon neutral.

“It is vital, though, that everyone remembers to Plan, Plant and Protect so we can ensure the trees last well into the next century and beyond. For that reason I would encourage everyone to visit the official website for more information.”

Cllr Lucy Nethsingha, leader of Cambridgeshire County Council, said: “Enhancing Cambridgeshire’s environment is one of this administration’s priorities, so we fully embrace this initiative and would encourage everyone to get involved.

“I can’t wait to see all the trees popping up throughout the county, helping us to make it a greener and more tranquil place to live in and enjoy!”

As well as leaving a lasting legacy for the Queen, the tree planting will support the environmental ambitions of both authorities, including the target to achieve zero carbon emissions.

It will also help remedy the fact that the county is among the least wooded areas of the UK and will create an improved natural environment for residents.

Everyone is invited to take part and it is easy to get involved – whether you are an expert gardener or complete novice there is something you can do. This ranges from individuals planting trees on their private land, community planting projects, schools planting trees on their premises and businesses setting up tree planting projects with employees.

The councils are also encouraging the use of sustainable tree guards for planting projects rather than traditional plastic guards which have a negative impact on the environment. As well as inviting the planting of new trees, the QGC will dedicate a network of 70 ancient woodlands across the UK and identify 70 ancient trees to celebrate Her Majesty’s 70 years of service.

Flood training for community groups

Cambridgeshire County Council (CCC) are offering some free online flood incident training for community flood groups, and people looking to set up, or who have recently set up, community flood groups. CCC Flood and Water Team are delivering with Communities Prepared as part of CCC’s Community Flood Action Programme.

Youth & Community Co-ordinator

Steph Webb, Cambridgeshire County Council Youth & Community Co-ordinator, made a presentation to the Council at the last meeting with regards to her role and her department which is for 0–19-year-olds. She detailed the two grants currently available, a £500 COVID-enabler grant and the £1000 Community Reach Fund for a longer-term project such as a Youth Club or Youth Council.

The Youth and Community Co-ordinator role is to help build community capacity through liaising, supporting and working collaboratively with a range of community members and agencies in Cambridgeshire. This is carried out with groups who primarily work with 0-19’s and their wider families.

  • We help and support community groups to identify needs in their local area and address these from within the community. This community led service is achieved through a process known as Asset Based Community Development.
  • We guide and support groups to understand the needs, gain skills, tools and assets needed to achieve their aims and support their community.
  • Groups who would like further support can be guided by us, to ensure they have their governance, any training, and processes completed, to ensure safe practice for their projects in their community.
  • We can also help with signposting to funding, linking with other community groups, and sharing relevant information.
  • We also have a small grant called a Community Reach Fund (CRF). This is a great starting point to help a group get started as it can support costs such as DBS, Liability Insurance and some small start-up resources.

Covid Self Isolation Guidance

Do you know the new guidance on self-isolation?

If you’re fully vaccinated or under 18 you no longer need to self-isolate if you’re a close contact of someone who tests positive for COVID-19 (14 days must have passed since your second dose).

But you still need to get a PCR test as soon as possible to check whether you have the virus. Book online at www.gov.uk/get-coronavirus-test. You don’t need to isolate whilst waiting for the results, but it might be a good idea to take extra precautions.

People who are double vaccinated can still get COVID-19, so wear a mask in public places, limit contact with others and consider those who are more vulnerable.

If you are not vaccinated yet, book online at www.nhs.uk/conditions/coronavirus-covid-19 or phone 119. You can also get your vaccine from one of the many walk-in centres and pop up clinics – find out where by visiting www.thevaccinators.co.uk.

Remember, if you have symptoms of COVID-19 you MUST self-isolate and get a PCR test.

Riparian Watercourse Guidance

Cambridgeshire County Council (CCC) are in the process of updating their riparian guidance document to make it more useful for those living next to a watercourse. As this document is aimed at residents and landowners, CCC wish to seek their views and get a better understanding of their awareness of riparian issues. CCC have therefore prepared a short survey (5 questions). This survey is to understand the communities awareness about living next to a watercourse (ditch, dyke, stream, river) or water body (lake, reservoir, pond) and gauge their support and suggestions for new guidance proposed as part of the Cambridgeshire Community Flood Action Programme.

Cambridgeshire’s Community Flood Resilience Programme is a one-year county council funded programme to increase the county’s resilience and ability to adapt to flooding through improving access to flood risk management information, improving data quality, and providing guidance on asset management and support for local groups to establish community flood plans.

The programme is intended to deliver the following outcomes:
• Communities can access flood risk information more easily
• Communities can report flooding easily, with efficient back-office data collation.
• Communities in Cambridgeshire have flood groups and flood plans to aid local resilience and ensure increased positive engagement with risk management authorities.
• Improve the county’s data on riparian owned drainage assets
• Riparian owners are more aware of their responsibilities and understand what maintenance of watercourses involves and who to ask for assistance.
• Riparian watercourses that were in poor condition during the Christmas floods are cleansed during 2021/22.

External Audit Report

The audit of accounts for the year ended March 2021 has been completed and the accounts have been published. No matters were raised by the auditors who stated “On the basis of our review of Sections 1 and 2 of the Annual Governance and Accountability Return (AGAR), in our opinion the information in Sections 1 and 2 of the AGAR is in accordance with Proper Practices and no other matters have come to our attention giving cause for concern that relevant legislation and regulatory requirements have not been met”.
