Weekly Policing Report

Here is our weekly summary of offences and incidents affecting your community, reported to police during the period 13th to 20th February:

Potton Road, Hilton – Police stopped and searched a white Iveco van on Potton Road, Hilton, on Monday afternoon, 15th February, following a report of scrap metal being stolen from a farm. However, no offences were discovered and the incident was put down to a misunderstanding. However, two people were reported for breaching Covid-19 regulations. (Ref CC-15022021-0224)

And Finally – Police Survey on the Use of Automatic Number Plate Recognition (ANPR) Systems:

Cambridgeshire Police are running a survey to get the public’s views on the use of ANPR systems in the County.

ANPR is used to alert officers to stolen vehicles, vehicles involved in crime, or to help locate missing people. The data they collect can also be used in investigations. You can help shape the future of ANPR by anonymously completing the survey and sharing your views at the following link:

Temporary Road Closure – Graveley Way – 1&2 April 2021

The following order has been received from Cambridgeshire County Council:

NOTICE is given that Cambridgeshire County Council has made an Order pursuant to the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991, the effect of which is to stop any vehicle from proceeding along Graveley Way, Hilton as lies between Kidmans Close and a point approximately 400m south-west.

Access will be maintained to properties affected by this order.

The alternative route for vehicles is via A1198 – B1040 and vice versa.

The Order is made to facilitate carriageway maintenance works which are being carried out on or near this highway and it will come into operation on 1 April 2021 and continue until these works have finished or on the 30
September 2022 whichever is the earlier.

It is anticipated that these works will be carried out between 1 April and 2 April 2021.

The Order shall not apply to any persons lawfully engaged in connection with any works for which it is made, any member of the Police Force, Fire and Rescue Service, Ambulance Service, a vehicle being used by Special Forces during the execution of their duties or to any person acting with the permission or upon the direction of a Police Officer in uniform.

Welcome Councillor Ettore McCarthy

Hilton Parish Council is pleased to announce that it has co-opted a new Councillor. Councillor Ettore (Ett) McCarthy is serving his second term as a Councillor, having served nearly 5 years during his first. He moved to Hilton in 2007 with his wife Fiona and their son Tom. Their daughter Francesca was born very soon after. Ett has always been village focussed, previously having been on the Hilton Feast Week and Hilton Ball Committees for several years.

His professional life is in aviation, working for easyJet as a Captain on the Airbus fleet. In his spare time, he is a keen cyclist and loves to ski when the chance permits. He says “I look forward to hearing from parishioners on their views, ideas or concerns. Hilton is a great village and I look forward to being part of a team that continues to keep it flourishing.”

 

Weekly Policing Update

Here is our weekly summary of offences and incidents affecting your community, reported to police during the period 27th January to 5th February:

Hill Estate, Houghton / Victoria Terrace, Hemingford Grey – Police received several reports of cold-callers operating in St Ives and surrounding villages on Wednesday 27th and Thursday 28th January. The door-to-door sellers claimed to be reformed offenders on a rehabilitation scheme. A police patrol later located cold-callers operating in Bluntisham and gave words of advice regarding their activities and behaviour.

There is no genuine scheme that involves selling items on the doorstep, and police advice is never to buy items from such persons. (Refs CC-27012021-0401 and CC-28012021-0291)

Potton Road, Hilton – Police and an ambulance were called to a collision between a car and a van that blocked Potton Road for a time on Friday lunchtime, 29th January. One person was taken to hospital as a precaution and recovery services towed one badly damaged vehicle away. One person was reported for driving without due car and attention. (Ref CC-29012021-0179)

Potton Road, Hilton – Two males are suspected to be responsible for smashing the wing mirrors of several cars left parked overnight in a lay-by on Potton Road in the early hours of Friday 29th January. (Refs 35/5475/21 and 35/5584/21)

NATS Consultation regarding changes to London Luton airport arrivals

The consultation into the proposed changes to the arrivals routes at London Luton airport closes on Friday 5th February. Hilton Parish Council urges all parishioners to respond to this consultation.

This is the response that the Parish Council have sent to this consultation:

Hilton Parish Council objects to the proposals put forward by NATS to create a new flight hold pattern above the area to the west of Huntingdon.

The Parish Council’s objection refers to the proposed re-routing of air traffic approaching from the south and east along a new corridor that appears to follow the route of the A14 from Cambridge to Huntingdon.

Having raised a query with NATS concerning noise pollution we are aware that no consideration is made for the increased noise pollution the village is already suffering following the opening of the new A14 southern bypass which is within 800m of the village. The proposed new flight path in air space which is mostly clear of traffic will only serve to compound noise levels and no consideration is made to this.

There appears to be no information in the consultation regarding the effect of increased flight distances for aircraft using the new approach routes (either option 1 or 2).

For traffic arriving from the south, it would add approximately 30 track miles to each arrival thus increasing fuel burn and CO2 emissions on each sector. For arrivals from the east, only around 15 track miles are added but again it is an increase in fuel burn for each flight. Increased fuel burn would be on average around 90 litres per flight and when using the figure suggested by NATS of 100 – 130 flights a day using the corridor this equates to an additional 9000 to 13000 litres of fuel a day or 3,285,000 to 4,745,000 per annum.

If the application to expand Luton airport were to be successful  the potential number of flights along this corridor would increase, using NATS basis of calculation, to up to 200 flights per day or 18,000 litres per day or 6,570,000 litres per year. There does not appear to be any consideration for this non environmentally friendly increase in the consultation document.

In addition there is no consideration for any of the communities affected by these proposals. The creation of the new hold in what is presently unused air space benefits only Luton airport,  it ignores the blight that will be brought on settlements.  From the airspace structure proposed, aircraft could be expected over the villages along the A14 corridor at 8000′ heading towards the hold. Data from NATS shows that noise levels would be expected around 50-60dBA, equivalent to a “busy general office” to a “quiet office”. Most movements into Luton are currently Airbus A319/320 series from easyJet and A320/321 from Wizzair. The same NATS source (https://www.nats.aero/environment/aircraft-noise/) has examples of noise including an Airbus A319 at 13,000ft (higher than expected in the proposal) at 59.0dBA. This would be a new a “busy general office” noise pollution at quiet evening hours when residents are typically attempting to sleep. August 2019 had roughly 220 movements per day, most of which would be using this new arrival with the peak traffic flow in the run up to the 2300 night restriction.

Notwithstanding noise, the increase of many hundreds of aircraft transiting overhead the villages would increase exhaust particulates here. Although the DfT prioritises noise and pollution from aircraft below 4000ft, it is still a significant increase for the area.

Finally, Hilton Parish Council would like to make reference to the poor consultation which appears to be presented as a ‘fait accompli’ with no alternative options.

Cambridgeshire Home Energy Support Service

Cambridgeshire ACRE has embarked on a new project, working in partnership with PECT (Peterborough Environment City Trust), an independent charity dedicated to creating more sustainable places. Their new project will deliver the Cambridgeshire Home Energy Support Service, over the next two-years. Their aim is to help people on low incomes, who could be struggling with their energy costs. This project will provide advice and support on reducing energy bills and on maintaining a warm home. They will also be able to provide debt relief to those who need it most.

Weekly Policing Report

Here is our weekly summary of offences and incidents affecting your community, reported to police during the period 20th to 26th January:

Rogue’s Lane, Hilton – Fire, police and ambulance crews were called to an incident on Rogue’s Lane on Wednesday morning, 20th January, where a car had left the road and rolled onto its side into a ditch. Fortunately no-one was seriously hurt although one person was taken to hospital with minor injuries. (Ref CC-20012021-0062)

Knapwell Road, Elsworth – temporary road closure notification

Carriageway patching and preparation works are planned on Wednesday 3rd February 2021, in advance of carriageway Surface Treatment in 2021.

Works are anticipated to last 2 days, and whilst the work is in progress, during operational hours, the road will be closed from 8am to 4pm, and vehicular access will be restricted. A signed diversion route will be in place for through traffic.

In order for the contractor to complete the work with minimum disruption, it is essential that no vehicles are parked on the road. If you have particular access requirements, please speak to a member of the crew onsite who will be able to assist.

Access to properties within the closure area will be possible, but are subject to working conditions, and delays are to be expected.
